I recall that Chicago, London, Rome, Tokyo after an earthquake, even Rome in ancient days all burnt down. They were made of wood construction. Red brick is normal in residential in Europe, NYC. I saw something about highly flammable eucalyptus tree as invasive species taking over in California. The huge mismanagement of housing so that it is unaffordable and many live in tents, cars resulting in open fires to cook outdoors. This is a desert area as well and the forest is poorly managed. Then they reduced funding for firefighting. Essentially you have to make all of this different. No wood construction. Similar to earthquake construction regulation. Wood construction would receive zero fire insurance, therefore no building permit. Cut down all eucalyptus trees. Legislate affordable apartment blocks against the will of individual homeowners blocking this to keep home values high. This would make living densities higher, homelessness reduced, crime as well. Invest in scientific forestry management and more in firefighters. It takes a disaster to recognize a fundamental problem.
