Who Made Decisions During 'Biden' Administration?

I heard the theory that Obama and Hillary talked with each other and the white house staff to make decisions. I recall her saying she called there daily. Biden was not there except marginally. The staff should be put under oath and the telephone logs and meeting logs examined. The USA elected one person but got another as with Wilson's wife after his stroke.
