I was guessing he was used to this behavior in NYC. Get biggest hotel or Casino by making threats. He is a businessman, not a statesman or diplomat. This is also good as he is war averse, thinking more in business terms. Countries are not real peoples but rather business enterprises. So why fight if it is just a game between background rich people and the little guy is the one who suffers in a war. The little guy is everywhere the same. War is a racket to make the rich richer.
