It looks like a psychological momentum thing. Non state actors first, then the big boys of the Arab world if the little guys are successful, eventually forcing a peace on Arab terms. Is the timing good as in Nagorno-karabakh? Are US, Europe weak and indecisve? Are weapon depots emptied to Ukraine war?
