This is like with the legal system, Trump as example. You can put people into jail on your perception of a minor infraction, i.e. not liking a person. If you want to sell expensive meds or dispose of a person then anything they do can be labeled crazy. This is all random social, political process. When I moved to Germany there were much fewer foreigners and the older generation was more conservative. Still earlier everybody was everywhere on earth religious, racist, homophobe by definition and eccentric behavior meant insanity. Nowadays they medicate, cancel you from the left , not the right.
