The hand held up as shown in talismans seems like the stop signal but also showing an eye in the middle of the palm brings to mind the hand chakra one feels after a certain degree of energy awakening has occurred. The evil eye might be third eye activated of people one fears and one blocks them with one' s own activated hand chakra, effectively saying " stop".
