There are many reasons why this skin changes as we age, just like the skin on the rest of our body.  Some factors are environmental, but others are specific to the make-up of the skin itself. 

The first thing to know about the skin of the chest and neck areas is that it is very different than that on your face and other parts of your body.  The number of sebaceous (fat and oil) glands underneath this skin are far fewer than that of our facial tissue.
